Sergey Miroshnichenko, film director and documentary film maker, an honoured art worker of the Russian Federation, a member of the Russian Academy of television, holder of the state prize of Russia, Secretary of the Russian Filmmakers’ Union, a professor of VGIK (The Russian State Institute of Cinematography), he leads workshops on directing documentary films, and the head of the studio “Ostrov” (“Island”).

Festival regulations

1. PREAMBLE

Baikal International Festival of documentary, popular-science and educational films «People and Environment» (the Festival) is conceived by the organizers as a platform to make people think about inter-relations between people and nature.

The first Festival took place in 1999. Its opening was devoted to the first Baikal Day, an interregional event initiated by Siberian environmental NGOs.

2. PLACE AND TIME OF THE FESTIVAL

The Festival "People and Environment" is annual, and takes place in Irkutsk region in the framework of Baikal Day, during the first decade of October.

3. THE GOAL AND OBJECTIVES OF THE FESTIVAL

Baikal International Film Festival "People and Environment" aims at raising environmental awareness by means of cinematography.

Objectives:

  • Enhancing the awareness-raising function of documentary films and promotion of these films.
  • Drawing the attention of society, legislative and executive authorities, representatives of science, culture, education and the media towards environmental problems in order to help develop responsible and informed citizenship for the future of our country and the Earth.
  • To link up and promote film-makers, who create films about the relationship between people and environment.
  • The development of creative connections between film-makers and spectators, and within the cinematographic community in Russia and other countries.
  • Promotion of the best documentary films from all over the world.
  • Searching for new forms and methods to work with various spectator target groups.

5. ORGANIZERS AND PARTNERS OF THE FESTIVAL

Preparation and running of the Festival is carried out by the Directorate, in accordance with the Regulations of the Directorate of the Film Festival.

6. THE PROGRAMMES

The programme of the Festival includes: contest showings of documentary, popular-science, educational films and films for children; non-contest thematic programmes formed from films sent to the contest, or chosen by the organizers for this purpose; professional discussions at conferences, round tables, forums, and master-classes of prominent film-makers and scientists.

Feature films, relevant to the topic of the Festival, are also accepted for participation in non-contest programmes.

7. NOMINATIONS AND PRIZES

The Jury of the Festival evaluates films and decides on the winners and awardees of the Festival in the following nominations:

  • The best documentary film
  • The best popular-science film
  • The best educational film
  • The best film for children
  • Grand Prix

The festival also awards special prizes:

  • "Baikal" Prize of public recognition - is awarded to the best film about the most significant environmental problems.
  • Prize of the Students Jury
  • Prize of Internet Community
  • Prize for the best cartoon
  • Prize for the best video clip on socio-ecological topic.

The Festival also awards prizes of governmental, non-governmental, educational institutions, mass-media and other awards.

8. CONDITIONS OF PARTICIPATION AND APPLICATION SUBMISSION

Both public and private studios, TV companies, independent producers, creative groups and independent copyright holders can participate in the contest.

Participation in the Festival contest is free of charge.

For participation in the contest we accept non-feature long, medium and short films produced not before 2009 from all over the world and complying with the theme of the Festival. Year of production is determined by the copyright.

The contest is open to films presented at other festivals but not in the contest programme of the Festival "People and Environment".

Films presented at the Festival must not contain propaganda of violence, ethnic, racial or religious intolerance.

Participation in the Festival presupposes transference of rights to translate fragments from films by Russian and international TV channels as well as in the Internet (10% of total running time but no more than 3 minutes).

For consideration of the application you must provide:

1. Two copies of a film on the disc in DVD video format, PAL system.

  • One disc must contain only one film for the Festival contest. There must not be "film collections" and additional materials (menus, trailers, colour, text and sound calibration and other information)
  • The disc must not be protected from copying.
  • Please write the following information on the disc surface: film title, running time, director's name and the category.

2. Trailer of the film on a separate disc (if it's available).

3. Filled in Entry Form for each film (in both electronic and printed copies, in the English and Russian languages).

The Entry form is a document confirming your participation in the contest.

4. Photos (in electronic form, via e-mail: jpeg, or tiff format; 300 dpi; minimum 500 kb) for catalogue: photo of an author and frames from the film.

5. For films in original languages that have no Russian subtitles please provide dialogue transcripts in English and/or Russian languages.

A copy of the film and the attached printed documents should be sent to the address: Film Festival Directorate "People and Environment", 2a Mukhina St., Irkutsk, Russia, 664056.

The deadline for application is the 15th of April current year (according to the post stamp).

9. SELECTION FOR THE CONTEST PROGRAMME

The Selection Committee shall watch all the films submitted to the Festival contest, and shall define the participants of the Festival contest programme. After that the Jury will define the winners among these participants.

The Selection Committee has the right with the agreement of the author to transfer a film from one category to another.

The contest programme is approved by the Directorate of the Festival.

The Directorate of the Festival shall make a decision about the number of the nominees in each category taking into consideration suggestions of the Selection Committee. The Directorate of the Festival has the right to include additionally up to five films into the contest program of the Festival.

The Selection committee shall not submit written or oral explanation of its decision to film-makers submitting their films to the contest.

Date, time and procedure of films screenings in the program shall be established by the Directorate.

Responsibility for complaints and claims of third parties relating to copyright and related rights, rests on the legal or natural person representing the film contest programme, for which the dispute arose.

Deadline for applications is April, 15 this year. It is determined by post stamp and recorded in the act of acceptance of the application.

Films selection and formation of the programme ends on the 1st of July. The results of the selection shall be published on the Festival website, as well as personal notification by e-mail, fax or telephone.

Films that are not included in the contest programme, on agreement with the authors, may be included in the thematic programmes of the Festival.

10. FORWARDING OF MATERIALS, STORAGE OF MATERIALS, STORAGE OF FILM COPIES

The films shipping costs are carried by the film owner.

DVD discs, sent for selection, shall be the property of the Festival, enter the archives, and transferred to the autonomous public institution of culture "Irkutsk Regional Cinema Foundation" (subordinated to the Ministry of Culture and the archives of Irkutsk Region), which ensures their proper storage.

Films can be used by the founders of the Festival for non-profit screenings for educational and academic purposes. The costs associated with sending awards and prizes are at the expense of festival organizers.

11. INVITATION

The Festival Directorate invites one representative for each film selected for the contest programme to take part in the Festival and provides them with accommodation and board. Travel costs to Irkutsk can be reimbursed within available funds of the Festival. This will be mentioned in the invitation. All other expenses are paid by the participants themselves.

All the participants invited must abide by the regulations of the Festival; participate in all events including media-events in the framework of the Festival. Otherwise, the organizers shall not reimburse the expenses of the participants.

The conditions of official guests' stay are specified in their personal invitations.

Any organisations and individuals willing to participate in the Festival as guests should notify the Directorate of their intention in advance and no later than two months before the Festival to agree on conditions of participation.

12. FESTIVAL SCREENINGS AND FILM PROMOTION

The procedure and sequence of the films' screenings are determined by the Festival Directorate.

After the Festival the films awarded and the contest programme films can be included in charity events of Baikal International Film Festival "People and Environment" in different regions in Russia and abroad.

The organizers may promote awarded films at other international festivals.

13. EXPERT COUNCILS AND THE JURY OF THE FESTIVAL

The Selection Committee shall be appointed by the Directorate of the Festival no later than the 1st of March.

The Jury of the Festival shall be appointed by the decision of the Festival founders and shall consist of 5 members. The Chair-person of the Jury shall also be appointed by the Festival founders.

People who participated in producing and selecting films for the Festival contest cannot be members of the Jury.

Expert councils can participate in selecting films for non-contest programmes and award either contest or non-contest films. Expert councils are appointed by the Festival Directorate and are regulated by special provisions.

14. THE FESTIVAL FUNDING

The Festival shall be held at the expense of founders, partners and organizers of the Festival.

The Directorate has the right to engage sponsors, rendering assistance in covering expenses related to Festival events. Partners and sponsors shall be entitled to allocate their information and logos in the Festival advertising materials, place their exhibition stands on Festival premises, and attend all Festival events as honoured guests.
